The Office of the Governor is calling on the community to review and comment on a new draft Programmatic Agreement that outlines how military projects on Guam will be reviewed and managed. The agreement—between Joint Region Marianas and the Guam State Historic Preservation Office—sets the framework for how defense undertakings must meet requirements under the National Historic Preservation Act.

Governor Lou Leon Guerrero says this is a key opportunity for the public to help shape how future military activities respect Guam’s historic sites, cultural resources, and Chamoru lifeways.

The Draft PA would apply to new defense projects not covered by prior agreements, replace the 2008 Navy PA, and create procedures for archaeological review, historic structure treatment, inadvertent discoveries, and human remains. It also calls for development of archaeological sensitivity maps and regular reporting with the SHPO.

The public has 30 days to submit comments. The draft is available  at go.opengovguam.com/news/cdlo, and written feedback can be sent to the Guam SHPO at patrick.lujan@dpr.guam.gov.
