New territories & commonwealths caucus launched in Congress
Guam’s delegate to Congress, James Moylan, is now co-chair of a newly formed bipartisan Congressional Territories & Commonwealths Caucus—an effort aimed at elevating the needs of America’s island jurisdictions.
Moylan launched the caucus alongside Puerto Rico’s resident commissioner Pablo José Hernández, and representatives from the CNMI, American Samoa, and the US Virgin Islands. The group is now officially recognized as a congressional member organization.
Moylan says the caucus creates a unified platform to push for federal policies that better reflect the realities of the territories—from healthcare access to infrastructure challenges and the high cost of living.
Co-chair Hernández underscored the bipartisan mission, saying the caucus is about responsible governance and ensuring federal programs reach every United States territory.
Members from the CNMI and American Samoa echoed the importance of stronger collaboration, noting shared challenges and the need for Congress to better understand life across the islands.
The caucus will focus on expanding federal program parity, improving economic opportunity, and ensuring all territories and commonwealths have a stronger voice in federal policymaking.
