Cell phone footage of the moment officers captured an escapee from the Department of Corrections prison Tuesday morning. 

It was a Barrigada resident near the scene who took the video.

SWAT officers and a DOC Special Operations Team converged along Army Drive in Barrigada. Authorities took 25 year old Eldon Cruz Aflleje into custody around 9:40 a.m.

DOC Director Fred Bordallo said the escape will come with repercussions.

“They’re doing an internal affairs investigation so they can look and determine what kind of security measures were in place. Automatically, the officer that was responsible for that Post 25 Alpha– the last one on duty then– is going to be placed on administrative leave with pay,” said Bordallo. 

As DOC investigates how he got away undetected, the escape points to a larger issue of a growing prison population.  

The prisoner managed to escape from one of the dome tents within DOC, it’s where pre-trial detainees are often kept as the prison faces overcrowding. 

Inside Post 25 Alpha where Aflleje was being held on strangulation and family violence charges since February. 70 other unclassified detainees are housed in the open air structure waiting for their day in court. 

Bordallo said, “The thing is, it's not structured like a cell block and that creates a vulnerability with individuals freely moving around.”

A DOC officer only realized he was missing after doing a headcount just after 6:30 a.m. 

“To me, when you have pretrial detainees all mixed in and not classified by their crimes yet because they haven’t been adjudicated and convicted yet, then there’s a sort of potential for vulnerability and risk. That's why we're really pursuing the new prison,” said Bordallo. 

It should be noted that the last time a prisoner escaped was five months ago.

Inmate Erson Reselap escaped custody on Dec. 24 while at the Guam Memorial Hospital for an undisclosed medical condition before being captured. 

Meantime, Bordallo added the Guam Police Department is to determine whether Aflleje will be charged with escape.
