GPD investigating activist's offer to sell marijuana at public hearing

Remember the public hearing last week to legalize recreational marijuana? It brought the crowds out to testify both for and against the matter.

Freshman senator Clynt Ridgell is the sponsor of the Guam Cannabis Industry Act of 2019, but it was testimony from activist Howard Hemsing that caught the attention of most. Hemsing said, in CHamoru, "I have a $50 bag. I have a $100 bag. Who wants to buy? Any buyers?" 

Hemsing held aloft what appeared to be bags of marijuana and allegedly offering to sell it right from inside the Guam Congress Building.

The act caught the attention of the Guam Police Department's chief of police, Steve Ignacio. He has instructed his officers to investigate.
