Testimony mixed for GovGuam health insurance contract

A bill to require that all private hospitals be included in the government's health insurance contract to drew mixed testimony today. The measure touched on an ongoing dispute between Guam Regional Medical City and Take Care.

The Insurance carrier has declined to contract with the private hospital citing high rates.

GRMC disputes the argument about its charges and says it's in the best interests of GovGuam employees to have a choice in hospitals. But Dr. Luan Nguyen said his patients have complained about expensive hospital costs and said there needs to be a safety net.

"You have to put a limitation, what percentage they can charge past GMH rate," Nguyen said. "Or put a ceiling somehow that they can't charge more than that cost. Or have a hospital commissioner to keep an eye on this thing and make sure the hospital don't charge a whole bunch out of the sky."

Nguyen said there needs to be a way to negotiate the fees to ensure the most reasonable rates.
