Proposed resolution would let Customs search for drugs at post office

There's a proposal to authorize Guam Customs to search for drugs on U.S. Postal Service premises.

The resolution by Sen. Jim Moylan was cosponsored by a bipartisan group of eight other lawmakers. It asks Congressman Michael San Nicolas to work with the USPS on a memorandum of understanding that allows local Customs and Quarantine Agency officers to inspect parcels arriving from the mainland.

San Nicolas has since deferred the matter. So, Moylan is planning to work with the administration on this. Now, the CNMI already has such an MOU with the USPS.
In a news release, Moylan said DEA statistics show that the majority of methamphetamines shipped to Guam come from the U.S. mainland, primarily from California and Washington, via postal packages or courier.
He said Customs inspects imported cargo and parcels from all points of entry but has only limited authority on USPS facilities.
