At the Department of Public Health's budget hearing, each division's budget was heard separately. Asking for millions of dollars for critical needs for Guam's public health, officials met with senators to talk about allocating money to social welfare and healthcare programs.

Speaker BJ Cruz asked questions to justify every penny for Fiscal Year 2019, stating, "In these dire financial times is the painting of the facility imperative at this time or can that be put off another year...I'm going to move on."

Director Leo Casil presenting two budget options for his Department, one in which the Administration has less money for facility maintenance.

Other concerns included local funding for Medicaid and building the new Foster Care home.
