DLM director Michael Borja's brother received CLTC land

Two days after he signed off on a Chamorro Land Trust lot for his sister, Land Management Director Michael Borja's brother signed a lease for a CLTC lot in Inarajan.

Documents obtained from DLM show Mark Jacob Blaz Borja, the brother of Director Michael Borja, was awarded a half-acre CLTC lot in Inarajan. Borja signed his lease on April 26, 2017.

Mark Jacob Blaz Borja applied for CLTC land on December 9, 1995, according to CLTC documents.

Catherine Rita Blaz Borja - the sister of Mark and Michael Borja - was awarded a lease in the controversial Barrigada Heights.

Because she lives off island, Director Borja signed off on her lease -  since he has a Power of Attorney authorizing his handling of her affairs. CLTC documents show Catherine Borja applied on December 22, 1995.

The son of Director Borja's brother-in- law Phil Tydingco also received a lot in Barrigada Heights. Kekoa Tydingco signed his lease for a half-acre CLTC lot on May 5, 2017.

This means in the span of a week and a half last year, three close relatives of Director Borja were able to secure CLTC lots.

However, these leases have been deemed “voidable but not void” by AG Elizabeth Barrett Anderson's legal opinion - since they were not approved by the CLTC board.

Special Assistant to the Governor Vince Leon Guerrero said the CLTC board will address this issue at its board meeting tomorrow.

Director Borja did not return multiple calls and messages from KUAM News for comment.
