Bill on Gov Guam's Health Insurance referred to Committee on Appropriations, No more dual referrals

It appears one senator's objection to a bill's dual referral held some weight. Last month, Senator Dennis Rodriguez wanted Bill 3, regarding the Government of Guam's Health Insurance, to be referred to his committee on Health. While the bill at first was referred to the Committee on Appropriations, Rodriguez felt the bill doesn't contain any financial authorization. Following the request, Committee on Rules Chairman Senator Michael San Nicolas instead did a dual referral believing the measure had a "two-fold impact" and wanted to allow for all perspectives. Rodriguez objected, saying under the current standing rules, there was no such thing as a dual referral.

Following an opinion from the Legislature's Legal Counsel, San Nicolas says Rodriguez's objection was correct. San Nicolas says while nothing in the rules specifically prohibits it, since it was clarified by legal counsel, they won't do any dual referral anymore. Bill 3, however, won't be moved to Committee on Health but instead will remain in the Committee on Appropriations. A public hearing was held last week Friday on the Bill. Rodriguez has since set up village meetings instead over the next two months.
