Senator Underwood considers union's concerns

Guam - Senator Nerissa Underwood met with the Guam Federation of Teachers this afternoon to hear their concerns about Bill 420. Bill 420 lapsed into law earlier this month, despite GFT concerns that the law does not protect the rights of teachers due to vague language as well as undefined concepts of morality.

"They want to be specific about what type of behavior are you talking about and who is going to determine morality, who is going to determine what is moral and what is not would that be the certification council, and what authority do they have to do that," she said.

Underwood said she will be speaking with the Guam Certification Council later this month, as well as working with Speaker Judi Won Pat to help facilitate a resolution. The new law sets criteria in which a teachers certification can be revoked.
