Improvements to DepCor not possible without funding

Guam - Although Department of Corrections director Jose San Agustin agrees with findings from a recent OPA audit on the prison, he says his hands are tied.

In a response letter to Public Auditor Doris Flores Brooks, the DepCor director says until additional appropriations are made and legislation is passed authorizing him to issue a request for proposal for a new prison, he can't address any of their shortcomings.

San Agustin says he will be requesting that Governor Eddie Calvo create a blue ribbon commission to address prison overcrowding as he states "it is time that the overcrowding situation at doc is viewed not only as a doc problem, but a problem of our entire island community."

As we reported on Monday, Senator Brant McCreadie introduced legislation for a new prison facility but it was never heard on session floor. Once inaugurated into the 33rd Guam Legislature, he plans to introduce the bill again as well as tour the facility on January 7th.
