Guam - Since February, the Government of Guam's health insurance negotiating team has been meeting and according to Department of Administration director Benita Manglona, the team has forwarded its proposal to Lieutenant Governor Ray Tenorio to provide his recommendation. While she could not reveal too much information due to confidentiality rules, she says this is the first year that a proposal was submitted this early.

As we reported, it was last year, when the administration decided to allow choice in carriers for GovGuam employees and retirees through a non-exclusive contract-the first time it's happened in many years. Voting members of the negotiating team meanwhile include a member from DOA, the Judiciary, DISID, BBMR, the Government of Guam Retirement Fund, the Department of Education and the Guam Legislature.
