"FORMER APPOINTED ATTORNEY GENERAL 1987-1994; FORMER SENATOR IN THE 23RD AND 24TH GUAM LEGISLATURES; FORMER SUPERIOR COURT OF GUAM JUDGE FROM 1998-2012. PREVIOUS COUNSEL FOR THE DEPARTMENT OF EDUCATION FROM 1980-1984, AND ASSOCIATE ATTORNEY IN THE ARRIOLA, COWAN, AND ARRIOLA LAW FIRM. RETIRED GOVERNMENT OF GUAM WITH 33 YEARS OF SERVICE.

GRADUATE OF THE ACADEMY OF OUR LADY OF GUAM 1971, AND AN ALOG LAUREATE. OBTAINED HER LAW DEGREE FROM THE UNIVERSITY OF SANTA CLARA IN 1979, AND A BACHELORS DEGREE FROM THE UNIVERSITY OF SAN FRANCISCO. BOARD OF DIRECTOR OF THE NATIONAL ASSOCIATION OF DRUG COURT PROFESSIONALS 2005-2007. ESTABLISHED THE JUVENILE DRUG COURT, FAMILY VIOLENCE COURT, DWI COURT. AND THE COURT INTERPRETER REGISTRY PROGRAM FOR PERSONS OF LIMITED ENGLISH PROFICIENCY.

STRONG ADVOCATE OF JUDICIAL AND LEGAL EDUCATION, VICTIMS RIGHTS, CONSUMER PROTECTION, AND CHILD SUPPORT ENFORCEMENT.
