Guam - A number of HOT Bond projects are before the Guam Economic Development Authority and today its board of directors were given an update on the new Farmers Co-Op facility and the relocation of the Dededo Flea Market. It was in late 2012 when GEDA approved the award of the design contract to architects Laguana for over $431,000. A major issue has since surfaced during design regarding the capacity of the public water system to handle the Guam Fire Department's requirements for fire flow.

Real Property Division manager Larry Toves said, "It's taken quite some time to get a final decision from the utility agency however the decision has been made that GWA will not be able to increase the fire flow for another five years so rather than delay the project, we've worked with the Guam Fire Department to finally agree to utilizing the rural area fire flow requirements which are less stringent to this area."

The proposal is expected to reduce the cost required for both design and construction. Upon the recommendation of staff, the GEDA board approved the award of change order for $15,000 to architects Laguana to provide the additional design services.
