Guam - Governor Eddie Calvo reacts to the recent debate on access to healthcare behind prison walls.

According to Calvo, unfunded mandates are partly to blame for the situation DOC is in today.

"But that being said we also hope that the federal government understand that there are also so many unfunded mandates that the federal government has placed on this island territory that is breaking the backs of our taxpayers so they have to understand our ability to pay for all these unfunded mandates," he said.

Calvo adds that he stands behind DepCor director Jose San Agustin and commits to working together with the US attorneys and other stakeholders to get the prison up to standards in hopes of evading receivership.
