Guam - Congresswoman Madeleine Bordallo, former governor Carl Gutierrez and former assistant secretary of interior for insular areas Tony Babauta have filed amicus briefs or friend of the court briefs in the landmark DC circuit case about birthright citizenship in the US territories.   Former Guam resident Attorney Neil Weare who is the president of the We the People Project along with several other attorneys are behind the case of Tuaua v. The United States. The case is before the US Court of Appeals for the District of Columbia and asks the question: does the Constitution guarantee citizenship to people born in the US territories.  Almost one year ago the DC District Court dismissed the Tuaua lawsuit which has now led to the appeal.
