Guam - The Territorial Highway Fund received a clean audit for Fiscal Year 2013. According to the report the THF operations saw a slight bump in revenue, which was primarily due to increases in licenses fees and permit collections. Total expenditures saw a decrease. Auditors did note however a problem with the department of revenue and taxation's inadequate document retrieval system.
Auditors noted that out of 40 randomly selected accounts, DRT was not able to provide support such as a copy of motor vehicle registration or driver's license application within its system. Rev & Tax acknowledged the problem and replied that it is implementing a new document imaging system for all divisions.
