Guam - KUAM News sources confirm the Guam Election Commission's legal counsel has completed his review of the legislation and it does not meet legal muster. At issue: the bill calls for a referendum and does not indicate it is as legislative submission. The two are handled differently and have different requirements to be placed on the ballot. Co-author of the bill Senator Aline Yamashita has said an amendment should be forthcoming. Bill 215 would allow voters to decide during this year's general election whether medicinal marijuana should be legalized in Guam. The Election Commission is expected to discuss the legal opinion and forward their findings to the Legislature.
