Guam - Senators during legislative Session Saturday morning moved Resolution 312 to the voting file. The measure did not have a public hearing and was introduced Friday afternoon at 4:28p.m. Senator Michael Limtiaco spoke out against the resolution being placed on the agenda without the public being given an opportunity to read or comment on it. 


The resolution would authorize the Legislature to seek a Declaratory Judgement from the Supreme Court of Guam on whether money can be withdrawn from the Income Tax Refund Efficient Payment Trust Fund to be used for other purposes other than to be pay tax refunds.

According to the resolution it cites instances of transfers that were made from the Income Tax Refund Efficient Payment Trust Fund to fund government of Guam operations and for the payment of income tax refunds.
