Guam - Governor Eddie Baza Calvo has signed Bill 181 into law. The legislation provides bond authorization for the Guam Waterworks Authority's $495 million bond. The proceeds will go toward complying with its Stipulated Order along with bring all three southern waste water treatment plants into compliance with the Clean Safe Water Drinking Act. Senators passed the legislation by majority vote earlier this week. There were two excused absences while Speaker Judi Won Pat, Vice Speaker BJ Cruz and Senator Ben Pangelinan voted against the measure. The Guam Economic Development Authority will now head to the bond market and once again meet with investors. It was just earlier this week when GWA received an "A-" rating with a stable outlook from Standard and Poor's Rating Services for its series 2013 Water and Wastewater System Revenue Bonds.
