Guam - Despite attempts to return to the negotiating table, it appears there are more delays keeping the Guam Education Board and the Guam Federation of Teachers from settling on teacher contracts.

At Tuesday's GEB meet, DOE superintendent Jon Fernandez provided updates saying that doe has submitted its information relative to employees to the Department of Administration.

He adds, it's now at DOA for their review, but DOA will also need the union to submit their union membership cards.

As we've been reporting, before negotiations can proceed, DOA must first determine if an election is necessary to validate whether or not GFT is the exclusive bargaining representative for school teachers.

Teacher contracts expired back in October 2011 and were temporarily extended to August 2012.
