Adelup comments on repeal bill

by Ken Quintanilla

Guam - All the controversy surrounding Bill 19 could possibly change if legislation recently introduced by Senator Michael San Nicolas goes through.

Bill 149 would repeal Bill 19 - now Public Law 32-06 and ensures the activities such as bingo and cockfighting continue and puts the matter of gaming machines directly in the hands of the court. Deputy press secretary Phil Leon Guerrero says the Governor's Office is curious to see where the measure goes considering all the "inconsistencies coming out of the legislature."

He said, "The Administration isn't for taking away funding from the hospital and Senator San Nicolas's bill will just be a big eraser to the public law not just the provisions that deal with gaming and speak to gaming but also the provision that give money to athletic facilities and the hospital and as far as we can see, it doesn't provide alternative funding sources for that or reinstate any funding for it."

He adds bills introduced at the legislature are not necessarily consistent with what is transmitted to the governor's desk.
