Pangelinan introduces Bill 147

Guam - After failing to include Exhibit A into Bill 19, Senator Ben Pangelinan has introduced Bill 147.  As we reported without the inclusion of Exhibit A Senator Pangelinan says it renders the legislation non-sensical. Exhibit A lists the amounts owed to GMH to vendors.  As we reported Senator Pangelinan proffered an amendment to Bill 19 to end the licensure of gaming machines once GMH paid-off its vendors, Senator Michael San Nicolas took it one step further by adding on to the amendment a provision to ban all forms of gaming on Guam.  According to Senator Pangelinan without Exhibit A it effectively legalizes gambling on Guam in perpetuity.  Bill 147 according to the senator would rectify the issue with Exhibit A he has asked the acting speaker to call lawmakers into session to act on the legislation.  As we reported Acting Speaker B.J. Cruz said he did his due diligence in reviewing Senator Pangelinan's concerns but forwarded Bill 19 to the Governor's Office yesterday afternoon.
