Wise Owl owner fights for license renewal

Guam - The question of whether Wise Owl Animal Hospital owner and veterinarian Dr. Joel Joseph in fact possesses a controlled substance registration was brought up during court today. The hearing was in regards to a petition for the renewal of Joseph's license to practice, which is issued by the Guam Allied Health Board.   

Joseph has been in and out of court since 2007 seeking to renew his license. Although the Allied Health Board has refused to renew it over the last several years their actions have been overturned by the court.      In terms of the CSR, Joseph's attorney Mitch Thompson maintains his client has a CSR despite public health's allegations that he does not. "Before the Department of Public Health may refuse to renew a controlled substance registration they must serve an order to show cause at least thirty days prior to the expiration date on the holder of the certificate," he said.

Assistant Attorney General David  Highsmith could not verify if Jospeh was given the proper notification prior to the vet owner's CSR expiration. The hearing continues on Monday. We should note that the search warrant of the Wise Owl Animal Hospital this week was prompted by the notion that Joseph did not poses a CSR.
