Guam - The District Court of Guam is
expected to get an update this week on where the Department of Corrections is
in terms of complying with a decades-old consent decree. The department has
struggled to close the books on the case.
As of late the department hired a
new physician who was working to bring the department's medical records and
procedures into compliance with the consent decree. The federal government's
consultant was concerned that the documented standard of care did not comply
with policy and resulted in prisoners suffering negative health consequences,
including serious illness and death.
The department is still working to
install emergency generators and upgrade the electronic locking system but
needed additional money to pay for it.
The status conference is set for 9am
Tuesday.
