Guam - Apparently it was miscommunication that led to a complaint to Department of Corrections claiming officers were turning away arrestees at the Hagatna Detention Facility. The internal affairs investigation was launched after corrections officers told GPD that DepCor management gave the direct order to turn away new arrestees due to overcrowding.
DOC's Jeff Limo says the officers have since been warned and transferred to the Mangilao facility, saying, "Both the Adult Correction Facility and the Hagatna facility personnel have been placed on notices of as a precautionary warning from the director to ensure that this doesn't happen again."
Limo adds DOC continues to constantly transfer detainees to the Mangilao prison before the weekend to ensure there is space available in Hagatna for new arrestees.
