Guam - Vice Speaker B.J. Cruz believes he has a viable solution to the overcrowding situation that has been occurring for months at the Department of Corrections. The Democrat lawmaker wants prisoners from the Freely Associated States transferred to the custody of the federal Bureau of Prisons, which he says could save $7 million each year.
The vice speaker vowed that if the transfer occurs, he will lobby his colleagues to support legislation that would commit the savings to fund the governor's ideas for the Early Childhood Education Program.
