Guam - A federal complaint was unsealed in the District Court against a man who is accused of threatening U.S. Department of Labor wage and hour assistant district director Patrick Candoleta and other USDOL staff. Kelly Paul Harper is accused of making multiple threatening messages on Candoleta's voicemail, claiming to be king and owning the entire Federal Trade Commission, the U.S. Securities and Exchange Commission, and saying the government owes him millions of dollars.
The case was unsealed after Harper was arrested and admitted to making the threats. The court ordered a competency examination be performed to determine if he is mentally incompetent.
