Pangelinan Admits to Budget Blunder

Guam - Finance & Taxation Ben Pangelinan is fessing up about a serious technical error in the fiscal 2013 budget and  his attempts to clean it up in Bill 516. The budget blunder leaves certain unclassified employees in the legislative and judicial branches of government without funding Fiscal Year 2013. it was an error the judiciary pointed out to  the legislature on September 7th. Pangelinan admits  Bill 516  provides the language to make sure these unclassified employees get a paycheck. "So it just means that really that in order for those individuals to be paid then we have to put the word back in that reaffirms that those unclassified positions can exist in the legislature and the judiciary," Pangelinan stated.    Bill 516 is before Governor Eddie Calvo, we should note that the bill however contains language that reapprorpriates $3 million intended to go Mental Health for its permanent injunction and instead appropriates it to UOG and GCC. That provision is of grave concern to federal management team's Dr. James Kiffer who said he wished the legislation would have had a public hearing so he could testify in opposition. bill 516 was introduced and passed within 48 hours without a public hearing.
