Guam - At the Department of Youth Affairs after more than one year since we told you about a 100-foot gap along the fenceline, director Adonis Mendiola says they've scraped together the money to finally secure the perimeter. "We were able to save some pennies through our cost containment and cost-cutting measures and re-appropriate it to the fence line and making repairs throughout the facility," he said.
DYA saved up to $20,000 to secure the fence and complete several other capital improvement projects. It was in early 2011, two clients - who were on work detail - escaped through the opening in the fenceline. They were captured a day later.
