Guam - Last week,
congressional Independent candidate Jonathan Diaz filed a formal ethics
complaints against Minority Leader Frank Blas, Jr., and while Speaker Judi Won
Pat's office continues to further review the issue, Blas has responded saying
he's baffled by the complaint.
"He first initially thanked me and the members of the Legislature
for addressing the issue and now the complaint was logged," he said.
"So that said, I hope that this matter is handled expeditiously so we can
move on to other things that are important."
Blas says he was not in violation of any ethics code and believes
he was taking responsibility in ensuring that the issue of independent
candidates on the ballot was addressed. In the complaint, Diaz states he
believes an ethics violation occurred when Blas failed to recuse himself from
voting in favor of Bill 488 during an emergency session earlier this month that
authorizes the Guam Election Commission to reconfigure the Primary Election ballot
to accommodate Independent candidates.
Blas is running under the Republican ticket for Guam's
delegate to Congress.
