Guam – Health Committee chairperson Senator Dennis Rodriguez Jr. introduced emergency legislation that provides for a limited extension to the contract between the Department of Public Health and GovGuam Association of Retired Persons(GGARP). Bill 431 will allow for the continuation of senior citizen services for the comprehensive management, operations, and maintenance of the senior citizen center provided by GGARP until the new bidding process is initiated and completed.
The current contract is due to expire on February 29th. DPHSS and the Mayors entered into a memorandum of understanding so the island mayor's can take over the senior centers. However, Rodriguez stresses the importance of the continuation of existing services to the centers, " Our Manamko are the foundation of our community, and it is our obligation to ensure that there is no interruption in the services that many of them benefit from at the senior centers."
Rodriguez sent a request to Speaker Judith Won pat to waive the public hearing requirement and call a special session to address the bill. GGARP has been running the senior centers for the past four decades.
