Guam - Minority Leader Senator Frank Blas, Jr. has introduced legislation that would impose harsher penalties for anyone who harms a woman who is pregnant. Blas says Bill 409 addresses concerns with acts of violence against unborn children. He says the measure is already a federal regulation.
"If there is an assault on a expected mother that there is an additional charge of assault on an unborn child, furthermore as a result of the assault on the expected mother that the unborn child dies then its anywhere from manslaughter up to murder," he said.
