Guam - Two Department of Youth Affairs officers were found at fault for the escape of a DYA client last month. Agency director Adonis Mendiola says the officers did not comply with the safety and security policies resulting in the escape.
The teenager scaled the razor wire fence, and was on the run for 21 hours before he called to turn himself in. Mendiola says one officer was counseled and given progressive disciplinary action, while another resigned from the agency. Mendiola adds all his staffers have been educated on the policies to ensure another escape does not happen.
