Guam - Although not a party to the lawsuit, University of Guam professor and historian Anne Perez Hattori submitted a brief with the District Court today supporting the attorney general's motion to dismiss Arnold Davis' lawsuit against the Government of Guam. Davis alleges racial discrimination because he wasn't allowed to sign up to vote for Guam's future political status.
Hattori's attorney, Julian Aguon, believes the lawsuit is an attempt to deny a multi-racial, multi-ethnic group of people from effectively exercising their right to express by plebiscite their desires regarding their future relationship with the United States. Aguon added that that Guam's Decolonization Registry has been a law for more than ten years, yet Davis waited until now to block the plebiscite.
