GOP to work with Calvo on tax refund program

Guam - At the request of the Republicans in the Legislature the Calvo Administration is working with the Department of Revenue and Taxation to implement a program that will allow people owed a tax refund to assign a portion of their refund to offset an overdue utility bill or money owed to the Guam Housing Corporation or GHURA.  

Minority Leader Senator Frank Blas, Jr. comments how can this government penalize people for not paying their bills when the government has been withholding their tax refunds. Senator Sam Mabini added they simply want what's rightfully theirs, which can help them care for their family, avoid delinquent payments or even threats of eviction.
