Bill exempts Recycling Fund from Gov's authority

Guam - Senator Tina Muna Barnes wants to prohibit the governor from transferring money out of the Guam Recycling Fund. The introduction of Bill 282 is in response to the lawmaker learning that $5.3 million was taking from the fund by the Governor's Office for other uses, which has stalled village clean up efforts.  The legislation would exempt the fund from the governor's transfer authority.

The senator told KUAM News, "I understand that governor that when we're financially cash strapped he's between a rock and hard place, but if we do not get these funds in lieu of its mission mandate he would be breaking his promise to the people."
