Guam - The U.S. Senate passed House Resolution 2055 (aka, The Military Construction and Veteran's Affairs Appropriations Bill). While the measure was approved, the Senate agreed to proceed to a conference committee of senators and representatives to work out differences in the versions of the bill each chamber approved.
The bill will then go to the president before becoming law. The passed version does not include provisions for military construction projects directly related to the military buildup on Guam, which included the North Ramp utilities and Finegayan water utilities.
