Guam - Despite the Senate's proposed cuts, the Calvo Administration remains optimistic. Chief Policy Advisor to the Governor, Arthur Clark, told KUAM News, "If you look at this as a worst-case scenario, they are still talking about tens of billions of dollars potentially coming to Guam as part of the development and some would argue that that is a best-case scenario if we are talking about stretching out the timeline of the buildup so we still see this as positive."

Clark says the Administration will be working with Congresswoman Madeleine Bordallo's office. In the meantime, he says Guam shouldn't just rely on the buildup, citing for example investments in tourism and the recent arrival of EWA Airlines from Taiwan.
