Federal judge to identify areas of disagreement

Guam - District Court Magistrate Judge Joaquin Manibusan is hoping to identify the specific areas of disagreement between the Guam Waterworks Authority and the U.S. Environmental Protection Agency. A hearing has been scheduled for later this month since the parties reached an impasse in their attempts to negotiate an amended stipulated order. 

GWA and the USEPA disagree on specific timelines to complete renovations to the island's wastewater treatment plants and repair water tanks around the island. The USEPA wants the projects completed in the next five years, but GWA wants the deadline pushed back to ten years to allow for several phases of increases for water customers. 

The hearing is scheduled for April 28.
