Speaker's Weekly Address - Mar 30

My Dear People of Guam,

Last week I came before you to report findings about the National Defense Authorization Act of 2011 as approved by Congress that included two provisions that threaten our civil liberties and democratic processes of the people and government of Guam. The first provision imposes this concept that our fresh waters at Fena  reservoir be sold back to us for $300 million dollars.  The second imposition by Congress is that a federally appointed official serve as Chairman with at least a 33% voting representation on the Consolidated Commission on Utilities-- an independent and democratically elected body of the government of Guam.  

Just these two specific items is exploitation and further subjugation of our people.  I contend that it is beyond even the authority of the United States Congress to impose such demands, and that such demands are in violation of the United States Constitution and various provisions of the UN Charter.  Drawing a parallel to a "walk-out" 62 years ago to the month of March initiated talks of a walk-out during a  recent session of the 31st GuamLegislature. 

Instead, lawmakers and Congresswoman Bordallo herself  participated in a "walk in protest" at the gates of Fena in spite of these outrageous demands by the federal government.  

This was a strong first-step in the right direction.   

It simply isn't enough to say you'll be there. You were either there or not.  

And, for the record, the Guam Legislature and Congresswoman Bordallo were up there and up front hand-in hand in solidarity to reaffirm our stance that the waters of Fena be returned to the government of Guam.   

Today, I want to update you on steps I am taking to follow-up and follow-through.  First, I am sending a letter to President Barack Obama petitioning him as Commander-in-Chief that the US
Navy waterworks infrastructure be transferred to the government of Guam at no cost. Secondly, I am formally requesting for a copy of the congressional record from our Delegate to the US House of Representatives. 

I want to hear for myself or read with my own eyes the sentiments of those members of Congress when they decided that profiting from the sale of what is rightfully ours was "ok." By doing so, no one may misrepresent what it is I believe to be true based on the record of fact. Third, I will request of Congresswoman Bordallo that legislation amending Section 2822 of U.S. Public Law 111-383 enabling the transfer of the same water source and infrastructure to the government of Guam at no cost and with no strings attached, be introduced as soon as practical.

I say this because of the history of inconsistencies by our federal counterparts between what is being said and what is actually done.  One specific example of this would be Undersecretary Robert Work's desire for the Navy wanting to be a good neighbor throughout this Guam build-up.  After all "would a good neighbor sell you back something he had taken from you without permission?"  I may only hope that we are all on the same page, open, and honest in our discussions at all times.  And if the federal government is less than truthful in its dealings with the People of Guam…Mr. Work, ginen I fino' I taotao-ta I leave you with this… "maschadek un gatcha I dakkonque'ni I keyao."

My Dear People of Guam, rest assured thatI will share all that is discovered in the days and weeks ahead with you.  I want you to be able to see and hear for yourself what has been decided about the fate of our People's future and the future of our children by officials in Washington D.C.

Last, know that I will continue to follow-up and follow-through on these important matters, matters that threaten our very own liberties and dignity as a free and proud people.
