Guam - Chairperson of the Legislative Committee on Education Speaker Judi Won Pat has introduced legislation that would change the status of the student member on the Guam Education Board to a non-voting member. Her Bill 113 would clarify how student representatives are to be selected and to allow them to serve on certain committees on the board.

Bill 113 introduced by Speaker Judi Won Pat would also clarify the student rep's duties, allowing them to serve on certain committees.

"The concern has always been, and I remember the time when the former chair of education who is Mrs. [Gloria] Nelson at the time, that the student member at one time being a voting member, they tend to exploit the student and we really don't want that to happen," she said.

The bill would require for the student representative to be a junior or senior in high school with a grade point average of 2.5.
