Bordallo pleased with PA signing

Guam - Guam congressional delegate Madeleine Bordallo says the signing of the Programmatic Agreement is an important step forward, adding that "while we have other concerns about the proposed site of the training ranges, we believe that the PA gives us the basis for working toward solutions that we can all embrace."

Some of the concessions in the revised PA include 24/7 unfettered access to Pagat Village and caves, the shrinking of the federal footprint by the end of the buildup, a "One Guam" and a "Green Guam" approach to military activities, the exclusion of Pagat Village and caves from the surface danger zone, that the DoD fund a cultural artifacts repository and that the defense department nominate two historic sites to the national register annually.
