Guam - A 45-day public comment period for Guam Resource Recovery Partners has been put on hold. District Court Judge Frances Tydingco Gatewood ordered a review of how the Guam Environmental Protection Agency reached its decision to issue a draft permit to GRRP for its landfill in Atanano or Guatali in Santa Rita.
Guam EPA administrator Ivan Quinata says the review means the agency will not proceed with the public notice period that was anticipated to begin last week. Quinata says the issuance of the draft permit is pending the federal judge's review of the process.
Both the judge and federal receiver had concerns that a second landfill could jeopardize the financing plans that have been approved for the Layon landfill.
