Guam - Senator Aline Yamashita introduced legislation that would authorize the Department of Education to enter into a public private partnership through a performance management contract. Bill 64 states that the contract would be for management, operation and maintenance of the public school systems structural and grounds facilities.
If signed into law, DOE would be required to issue a bid within 60 days of enactment, and the PMC would be for up to15 years. Senator Yamashita states that this measure would afford DOE leadership to invest more time in instructional issues rather than building issues.
