Guam - Department of Education contracts paid by federal stimulus funds totaling more than a half-million dollars can bypass review by the Attorney General's Office, that's if Bill 19 is signed into law. Currently any GovGuam contract more than $500,000 must be reviewed by the AG's Office.
The measure was introduced by Speaker Judi Won Pat after DOE complained that the AG's Office is delaying their access to the federal funds. Additionally they maintain a review is already being conducted by their third-party fiduciary agent.
