Guam - Guam will soon have a blueprint for its response and recovery to a Category 4 Typhoon. Federal Emergency Management Agency Region IX administrator Nancy Ward will be on island for the official signing of Guam's Catastrophic Plans on Friday. Ward says these documents guide federal and local first responders in a unified response to a variety of challenges.
Guam Homeland Security and the Office of Civil Defense have spent the last year working with FEMA and the public and private sector to develop response for natural and man made disasters.
