Guthertz on ROD: "It's not over"

Guam - Senator Judi Guthertz, along with many other senators, is expressing disappointment in the Record of Decision. Guthertz call the details of the ROD "sketchy" and notes there remains a lack of financial commitment by the federal government.

On the other hand, Senator Guthertz was particularly pleased the ROD officially incorporated her earlier proposal to stretch out the buildup over a longer period of time and revisit the construction schedule. Guthertz quotes former Mayor League Baseball player Yogi Berra in saying "It's not over 'til its over." pointing out the military-civilian council will provide many opportunities to fix problems that have been identified by local people.

Guthertz, chairperson for the Committee on the Guam Military Buildup, wrote Secretary of the Navy Jackalynne Pfannensteil regarding the ROD and lack of financial commitment by the federal government, reminding the secretary "our community needs to see immediate progress on the funding issues otherwise the buildup will be uneven on the civilian side to accommodate the increased population and infrastructure requirements."

Guthertz concluded by asking, Wwhen will this identification of funds happen?"
