Palacios crafts funding plan for new prison

Guam - Department of Corrections Director J.B. Palacios says he is working with the Governor's Office and the military to have the funding plan for the new prison as part of the military buildup. He says that Matrix Design Group, who also worked as GovGuam's consultants during the Draft Environmental Impact Statement process will working on the proposal for the $37 million facility.

Palacios says he is confident they new prison will be completely federally funded since DepCor has entered into a recent MOU with the Joint Region Marianas to hold military personnel.  "It showed a clear intent from the armed forces, the Air Force and the Navy.  It showed a clear intent that they would like to have those prisoners in their custody that are not for administrative nature be housed in the Department of Corrections facility," he said.

Palacios says while the legislation for the new facility is still being finalized, he says the proposed site for is at Fadian Point in Mangilao.
