Pangelinan wary of billion-dollar land deal

Guam - Senator Ben Pangelinan is suspicious and skeptical of Tebo Development's billion-dollar deal that was being negotiated between the Guam Economic Development Authority and the Ancestral Lands Commission for former Federal Aviation Administration land.  The lawmaker questions why GEDA failed to inform the Ancestral Lands Commission of the terms and conditions of Tebo's offer

Neither the Commission nor GEDA submitted testimony on Bill 278 before it became Guam public law. Pangelinan says had the ALC knew of the ten-digit offer, they would have likely expressed concerns with the legislation.
